ARTICLE I
NAME
The name of this organization shall be "The Southern Regional Teen Council." [top]
ARTICLE II
PURPOSE-SCOPE
The purpose of this organization are to promote interest in 4-H activities; to develop leadership; to promote fellowship and provide opportunities for members from the various counties to be come better acquainted; to discuss problems; to share ideas and skills and to work along with the Regional Leaders Council, as a committee to plan regional 4-H activities and share regional responsibilities. ARTICLE III
WHO BELONGS
A) This organization shall consist of Regional Hi 4-Hers. A member enrolls in 4-H as a Hi 4-Her if he has graduated from the 8th grade or will be 14-years old by January 1 of the current club year. He or she may be a member of the County Hi 4-H for the area in which he or she resides. Membership shall be open to all eligible youth regardless of race, color, national origin, or religion. [top]
B) Hi 4-H Advisors
C) Those counties eligible to belong to the SRTC are: Los Angeles, San Diego, Orange, Riverside, Ventura, San Bernardino, Santa Barbara, San Luis Obispo, Inyo Mono, and Imperial counties. [top]
ARTICLE IV
MEETINGS
SECTION 1 - REGULAR AND SPECIAL MEETINGS
The SRTC shall meet when the Regional Leaders Council meets or when the Executive Board decides additional meetings are necessary.
SECTION 2 - EXECUTIVE BOARD MEETINGS
The SRTC 4-H President may call an Executive Board Meeting at any time he deems necessary in coordination with the SRTC Advisors.
SECTION 3 - MEETING AGENDA
An agenda for each regular, special or Executive Board meeting shall be prepared jointly by the Regional 4-H President and the Regional 4-H advisors and shall be available to all members at the meeting the said agenda was prepared for. [top]
ARTICLE V
VOTING PROCEDURES
A quorum shall consist of a majority of the counties present. Voting on issues presented at the Regional meetings will be decided by majority present. [top]
ARTICLE VI
OFFICERS
Active Hi 4-H members belonging to the Regional Teen Council upon completion of 2 years of 4-H club work and after having held an elective office at the local club or county level. He or she must have attended 3 SRTC meetings before being eligible to run for an office.
SECTION 2 - REGIONAL TEEN COUNCIL OFFICERS
A) The elective officers of the Regional Teen Council shall be a President, Vice President, Secretary, Treasurer, and Reporter.
B) The President of the SRTC shall be the official Chairman of the Executive Board
C) The Executive Board may conduct emergency business of the SRTC and any other business that the SRTC may direct them to do.
SECTION 4 - DUTIES OF SRTC OFFICERS
A) The President shall:
1. Preside at all meetings
2. Keep in mind the best interests of the SRTC
3. Vote only to break a tie
4. Call special meetings in conjunction with the Regional Hi 4-H Advisors
5. Appoint committees
6. Uphold this constitution at all times
B) The Vice President shall:
1. Learn the duties of the President
2. Preside over meetings in the absence of the President
C) The Secretary shall:
1. Keep a record of all proceedings at the SRTC meetings (regular, special, and Executive Board).
2. Make copies of the minutes of each meeting and mail one each to the following people within two weeks after the meeting:
a. SRTC 4-H President c. SRLC President
b. SRTC Adult and Diamond Star Advisors d. SR Director
D) The Treasurer shall:
1. Receive and deposit in a bank all SRTC money.
2. Pay out money on approval of the SRTC
3. Keep an accurate account of all money received and paid out
4. Give a report at each SRTC meeting
5. All financial record shall be submitted to the SRLC to be audited or if a report has already been audited, it may be submitted.
6. Act as chairman of the SRTC Finance Committee
E) The Reporter shall:
1. Promote the 4-H Program, taking into consideration the current needs and opportunities. [top]
ARTICLE VII
ELECTIONS
SECTION 1 - NOMINATIONS FOR SRTC HI 4-H OFFICERS
A) Nominations will be accepted from the floor at the time of the SRTC elections
SECTION 2 - ELECTION OF SRTC HI 4-H OFFICERS
A) Elections shall coincide with the Southern Regional Leaders Council elections by a secret written ballot cast by all Hi 4-Hers present or whenever the SRTC executive board deems necessary.
B) A quorum shall consist of a majority vote of those present.
C) At the time, before balloting takes place, each candidate will present a verbal resume of his qualifications for the office to which he has been nominated. If the candidate is unable to attend this meeting, a representative may be sent to tell of the nominee’s qualifications.
D) The SRTC Executive Board will appoint a person to tally the vote whom they deem appropriate.
E) The person receiving a majority of votes cast for each office shall be declared elected.
SECTION 3 - TERM OF OFFICE FOR THE SRTC HI 4-H OFFICERS
A) All elected officers shall hold office until election of new officers takes place.
B) The offices of President, V.P., Secretary, Treasurer, and Reporter shall not be held by the same person for more than 2 consecutive terms.
C) Vacancies shall be filled through appointment by the SRTC Hi 4-H Executive Board
D) All Board members must attend meetings held and carry out their responsibilities as an officer. [top]
ARTICLE VIII
SRTC ADVISORS
SECTION 1 - SRTC HI 4-H ADVISORS AND THEIR DUTIES
A) At least 1 adult and the Diamond Stars shall serve as the SRTC Advisors.
B) SRTC Advisors shall be responsible for all the activities of the SRTC and shall act in an advisory capacity with the members to further the purposes of this organization.
SECTION 2 - SELECTION OF SRTC HI 4-H ADVISORS
A) The selection of the SRTC Advisors shall coincide with the election of the Executive Board
B) Nominations for the position will be taken from the floor with the approval of the said nominee.
C) All Hi 4-Hers present shall vote; those persons receiving a plurality of votes shall be declared selected. [top]
ARTICLE IX
STANDING COMMITTEES
SECTION 1 - HI 4-H EVENTS COMMITTEE
A) The committee chairman shall be selected by the executive board.
B) The chairman will keep the SRTC 4-H Advisors and SRTC informed as to the progress of the event
SECTION 2 - SRTC HI 4-H FINANCE COMMITTEE
A) The SRTC Hi 4-H Finance Committee shall consist of the SRTC Hi 4-H Treasurer, the Executive Board and Hi 4-H Advisors.
B) The duties of this committee shall be:
1. Audit the SRTC Treasurer’s book at the beginning of each club year
2. Prepare a budget for the year
3. Coordinate fund raising among the SRTC and with the Southern Regional Leaders Council Treasurer
4. Any other duties directed to it by the SRTC
SECTION 3 - SOUTHERN REGIONAL PROGRAM PLANNING COMMITTEE
A) The Vice President shall preside as chair
B) The duty of this committee shall be to plan the program and calendar for the 4-H club year, then to recommend the plan to the SRTC. [top]
ARTICLE X
AMENDMENTS
Amendments to this constitution may be introduced at any regular meeting of the SRTC. The amendment posed will be voted on at the time of its proposal, and passed by a majority of those Hi-4-H members present. [top]
ARTICLE XI
RATIFICATION
To be ratified, this constitution must receive approval of the majority of members attending the SRTC meetings at which the constitution is presented. The adoption of this constitution shall be concurrent with ratification of it by a majority of the SRTC members present. [top]
